Often, when Italian is spoken passionately, it’s with hand gestures for added emphasis? 
The sign is actually asking people not to feed the goat.

Well, they are particularly famous for it. They tend to use more extravagant and expressive hand gestures than people from other countries, though pretty much all cultures use some.
That particular gesture is used for emphasis and used a lot.

It’s easier to leave it be.
