Not quite, a little bit more than that - if you read the legislation they need to advise you of the details of an alternate service with the less or equal to Eligibility Threshold (£46.10 per month for the first year inclusive of VAT.) The entry level Starlink residential service appears to fit within this, however BT, the USO provider needs to confirm this with you.

From the Ofcom legislation.

BT must provide to the USO Customer, as soon as reasonably practicable, the name and
contact details of the network operator(s) on whose network(s) any such Alternative
Broadband Service is available; and

BT must inform the USO Customer, as soon as reasonably practicable, that in the event that
such an Alternative Broadband Service at a price less than, or equal to, the Eligibility
Threshold is not available within the period of up to and including 30 calendar days, the USO
Customer has the right to make another Request for a Broadband Service

So if they provide you the contact details of the serve provider and the appropriate service to purchase and confirm the price is acceptable and is available to you within 30 days it would appear yes they have discharged their duty as I pointed out. Remember there are other possibly more suited satellite broadband services too. Starlink do have some competitive deals at the present time though. Bear in mind at peak demand Satellite services often can become congested - and Starlink throughput can drop by about 50% at these times.. but that is still significantly better than what you appear to be able to get at the moment.

Just been called by a BT guide, following up from my email to BT. He says that no order has been placed, so that is disappointing.
He says he is going to contact Openreach and find out more precisely what the situation is - whether I can have FTTC or not. The problem may be, as mentioned by others here, that the cable run is too long for a standard solution. If he can’t get a satisfactory answer from then, he will get Openreach to come and have a look at the current cable again. So maybe some progress, though it will take a while I imagine.

Speeds this morning: between 91 Kbps and 110 Kbps. Speeded up eventually to 430 Kbps. Latency varied between 51 ms and 555 ms unloaded, about 880 ms loaded (not sure what that really means).

At least he didn’t try to BS me, which was a change.

what does the BT postcode checker tell you?

That’s interesting, as plugging my relative’s post code in (and her neighbour’s details), it says there’s FTTP available, but we were advised c.2 weeks ago by BT/EE, this wasn’t available yet in the subject area.

One of BT’s favourite get-out-of-jail-free cards…….

I’m currently hoping that the guy who phoned me this morning will do that - I don’t want to confuse the issue.

I took a couple of rubbish photos of what is at the top of the pole at the bottom of my track:

It looks like it is an MST box multiport service junction, with 4 ports by the look of it. I suppose this means that the expectation is that they will put FTTP in at some point.

I have been trying to upload a better picture, but it gets to about 8% and then gives up. 450k jpg file should be OK, shouldn’t it?
