Hello, I need a router to control my Cambridge Audio CXN100 streamer/player,
I do not want to connect it to the internet,
The sole purpose is to connect using my phone/tablet to access my media library connected to the CXN
as I can not access it in the menu options,

Yes
Most domestic routers are actually 4 port switches, with one router port going to the internet provider. They usually include WiFi.
You can use one of these, without configuring the internet portion.

No need to be specific as any/all standard wireless routers can be used to create a local network.

Any old home router with wifi can do this.
The main and possibly not obvious thing you’ll need to do is connect a laptop or other computer directly to the router with a cable in order to set everything up (mainly the wifi SSID and password). If your streamer player has Ethernet, go ahead and plug that in as well. Then on your phone look for the wireless SSID you created and join … since your router isn’t connected to the Internet, your laptop, phone, and streamer will not be either, but they will all be on your local network and able to see each other.
Maybe you already have one from back in the day, or maybe one of your friends does. If you’re old like me, you probably have a pile of them in a box waiting to be donated or recycled. If you’re not, you could go to any charity shop or used electronics shop and get one… no need to spend big money for a modern home router for this purpose, I suggest. Usual suspects from LinkSys or Asus should do the job for a few dollars / pounds.
