I am searching , but no rush, I have still 6 years to work, a country to live half time per year.
I have eliminated: Thailand, Malesia, Majorque ( Spain island), Italy, Magagascar.
For now 2 countries left: Philippina, Spain South.
What I praise: security, welcoming people, low cost of living, sun, ocean, health services, good food.
What do you think?
Southern French coast? Collioure and along to the Spanish border?

You seem to have over looked the U.K
Georgia. Beautiful country. Lovely people. Good weather, low cost of living and, it seems, very low crime rate. I saw a couple of women in a restaurant leave their bags on their chairs outside without a second thought whilst they went inside to talk to the owners. I certainly felt very safe there. Relatively easy to emigrate too as well I believe though I haven´t done any serious research.
Other Eastern European countries shouldn’t be overlooked either.
On holidays, south France , always. But not 6 months.

I didn’t liked very much this area. Collioure is very nice, but little and crowdy.
And not hot enough between november and march, the months where i am searching to live.
Croatia, i thought of it, but not so enthusiastic.
Georgia : have to investigate. Do they speak english ?
I have been thinking of the same issues in moving back to the UK. The problem is that living near to the coast always brings the problem of summer crowds. Living through the winter is attractive but then many places become desolate waste grounds and empty of life. I think much of Europe is now much the same. We have settled on a couple of areas in the UK a little inland but easily in reach of the coast. It seems a good compromise.
You can get by in English in the cities for sure but of course if you want to integrate more then learning the local language is a good idea which is of course more of a challenge than, for me anyway and I’m guessing for you also, a Latin/Romance language. Russian is still quite widely spoken. 
Florida, obviously.
Apart from security, low cost of living, health services and good food. But at least we get hurricanes.
Yes. living near the coast in south France, Spain or Portugal during summer is not for me too.
I want to live between the bad french Season in other country, with minimum 20C weather. South Spain is an idea.

Georgia may be attractive for all those reasons but it has an unstable relationship with Russia that could be become problematical.
UK definitely out, although in 6 Years with global warming, who knows. How about Australia/New Zealand?

Welcolming people, very nice and not crowded areas, very low cost of living, easy to stay..

I shall consider Libya and Pakistan too. Friendly and peaceful, sunny countries.
