I am using Tara Labs RSC prime speaker cables bi-wired to my Tannoy D700’s and would ask if moving to Naim’s NACA5’s would tame sibilance Improve treble clarity or expect any impovement.

I don’t know your current cables but NACA5 wouldn’t be my first choice to tame sibilance or to improve clarity. As @Igel points out its main attributes reside in PRaT. Generally though if you’ve got problems like sibilance it points to an equipment mis-match somewhere. This should really be what you address. Attempting to cure it with cables IME will never be wholly satisfactory, though it may ameliorate the issue.
Agree with above. Cables can give some character and flavour but what you describe sounds like something more fundamental may be awry.
Borrowing another source or amp for a few days if you can might help clarify the situation?
I definitely wouldn’t buy NACA5 in the hope it will fix things without a bit more investigation.

I had Tannoy’s in the past and the dual concentric drivers are pretty directional. Changing toe-in can make a considerable difference. Maybe it is also worth checking what happens if you do not bi-wire them.
How I go about these theoretical questions nowadays, that can’t be answered with a dealer demo, is I would buy some used NACA5 online which can be resold again for more or less the same money, and just try it for myself at home.
As hinted at above, you need to consider the power amp in this. What is it, your profile does not show it.
