Another vote for the Post Office route.
Took maybe 5 mins and the new passport arrived about five days later.

Postscript…finally I managed to persuade the online app to accept my photo. Eventually I adjusted the White Balance a bit (a bit more washed out actually) and made sure the picture was quite a bit bigger (pixel size) than the minimum shown on the website. The needle on the site swung from Unacceptable Picture to Good Picture. After that it all went smoothly and quite quickly.
So if you like playing with photos the online application site may be the way to go, but if I’d known about the Post Office option (and lived nearer to a Post Office offering this facility) I’d have paid the extra £16 and used that option.
