Yes star grounding is the signal (-ve in Naim) connecting to a single point and then to chassis ground/earth.
The star point is grounded to one component only, and dependeing on brand/design the E connection can be via a low level resistor, in some cases is just a common -ve point with no earth/ground, but in all cases its simply to ensure that no potential difference exists between any section of -ve circuit.
But whatever, a current does not (should not) be present in the power supply E.

Yes, and a typical modern domestic electrical consumer unit is equipped with devices (RCBO) to detect earth ‘leakage’ current and disconnect supply if even a small (30mA) earth current is detected.
