Council staff seem to vary considerably in their interpretation of building control rules, especially in listed properties. A friend has had approval for a full rewire in her grade 2 listed house, including rooftop solar PV. I gather the rules have been relaxed somewhat to accommodate energy efficiency measures such as insulation and low carbon electricity use these days.
