That ‘stickiness’ in capacitors is an energy storage mechanism - there is a certain amount of energy that is temporarily stored in the dielectric (electrically and mechanically) on charge, which is released with delay on discharge, these are components of the dielectric loss of a capacitor; some of the energy is never recovered and is lost has heat.

I am referring to energy as in joules of electrical energy, not as in ‘perceived energy’ as interpreted by the brain - I wasn’t taught electronic engineering by Linn, rather by Dr van der Sluis (Bangor University), amongst others.

Driver latch up (occurring in circuits with paired MOS or bipolar transistors) is a completely different phenomenon. In the case of typical driver circuits of power amps, it typically self-resolves after a short delay.
