It’s not really a tautology - possibly the opposite, in fact - but the phrase ‘if and when [whatever] happens’ irritates me.

Since ‘if’ is conditional and ‘when’ most definitely isn’t, the phrase should surely be ‘if or when’. Either something might happen or it will but I don’t see how it could be both.
