As with all things biodegradable I often wonder exactly what they biodegrade into, it’s often not anything particularly natural. (Not commenting on that product as I don’t have a dog.)
Wikipedia has all the answers, assuming you have the time as its a long read.
It seems it depends on what they’re made from. In some cases so called biodegradable & compostable need some form of processing, digesting and/or heating such that the average compost heap doesn’t get close to.
