Likely for the same reason that BBC Radio 3 HD and BBC Radio 3 FM experience the same issue.
Annoying I know.
If you want great sound while watching the tv, add an Apple TV 4k, connect by HDMI to tv, tv sound to Naim streamer by optic - great sound. I’ve also got a NAT01, which without visual is the first choice. However with visual + sound, it is extremely compelling as a solution. Imho the sound quality, when visual is added chnages the balance a tad; ymmv.

Probably more complex than you’d imagine.

Even Airplaying to the NDX2 from the AppleTv would likely sound great.

I use an Apple TV together with a HomePod. Simple and effective.

You could never sync an (almost) analogue FM signal with a TV. Even two digital streams couldn’t easily be synced if they were transmitted using different routes and hardware.
An optical cable from TV to streamer might be a simple option to get the audio into the HiFi.

Yes as said, although FM BBC Radio 3 is all digital apart from the actual radio transmitter and your radio receiver part the digital codec and encoding chain is different from the Digital TV and iPlayer codec and encoding chain so latency will be different across all three… and further FM BBC Radio 3 will have a different latency compared to DAB BBC Radio 3

For proper synchronisation you need to use the audio codec in the DVB or or iPlayer stream - as that will be synchronised with the video in that stream.
