My top 3 are Highway 61, Blonde on Blonde and Blood on the Tracks. I love D.A Pennebaker’s Don’t Look Back film, haven’t seen it in years so will watch later

Blood on the Tracks is the most easily accessible Dylan album and the one I have probably listened to most; but for me, Blonde on Blonde is different gravy and gets my vote.
