Decoupling element

Does anyone know what this decoupling element is called? I can not find it

At a guess I’d say they are mild steel balls?

It looks something like a Finite Elemente product e.g. Ceraball/Cerabase et al – but I suspect what you’ve pictured is another similar product by a different brand?

You can obviously see a mismatch between the decoupling materials.
Nordost have extensively used this method of decoupling various metals - along with many others.
Plenty of online research data available.
